O'day 192 loose stern cleat

Upon inspection after winter storage, I noticed that one of the stern cleats is a little loose. It is the starboard side cleat and there is no access to the underside of the screws. I am wondering how this cleat is attached (there are two screws through the top), but I am guessing it is simply screwed into the deck, not through bolted with a plate and nuts on the underside. Who has a plan for the best fix for making sure this cleat is tight and doesn't allow water in? Thank you in advance.

Not familiar with the O 192 but I would suggest trying to remove one of the bolts; if it just spins it is likely held by a nut but if it comes out it be there is a threaded plate embedded in the fiber glass. Better yet instead of removing just try tightening it. If they tighten then release some added some silicone sealer and retighten.

Take a picture or two of the cleat on the deck and post them here and I will see if I can figure that out for you but follow Benny's advice first.
