Hard to tell from the image.
Rub rails typically come made from just a few materials.
  • Wood. Often teak but various hard woods have been used through out the years.
  • Plastic. Often a ridgid or semi-ridged vinyl material. Taco Marine is popular manufacture of extruded plastic rub rails. TACO Marine | Rub Rail TACO Marine
  • Metal. Stainless Steel and Aluminum are frequently seen on boats.
Use a cleaner and polish that is appropriate for the material you find.

Ouch, mine is solid vinyl so the cleaner is just about anything that cleans.

Unfortunately, many cleaners will destroy the finish on that suspected aluminum insert yours shows. Maybe use dishwashing soap if it is aluminum. Test somewhere inconspicuous.

If it's SS, no problem and use any cleaner which will do the job.

As far as preserving the cleaning job, I use :

Apply once or twice per year to keep it repelling water. Makes cleaning a breeze.
